27 July Meeting

  • Fred Terry is an engineer now living in Northland whose work has taken him all around.

  • On Wednesday he entertained Kaikohe Rotarians with stories from his days working in Cambodia for the United Nations between 1994 and 1998. Cambodia had been brutalised by the killing fields in the Khmer Rouge in the late 1970s and early 1980s. The Khmer Rouge were eventually driven out by invading Vietnamese forces. Years of conflict left a huge toll on the country's social and economic infrastructure. So the United Nations came in, with Fred having the job of rebuilding the country's main roads and bridges.

  • Fred told us about the problems that resulted from working in a country where corruption was rampant. Then there were problems created by divided command. The country had a coalition government comprised of an equal number of communists and royalists. The UN had peacekeeping forces, as well as civilians like Fred.

  • Despite these difficulties, Fred played a major role in rebuilding Cambodia's roads and bridges in role as head of the Department of Major Construction.
